Shaun Kenny-Dowall will not play, with Brendan Elliot set to line-up on the wing outside Blake Ferguson.
Mitchell Pearce will be rested, which will see Jackson Hastings promoted from the bench to halfback.
Mitchell Aubusson will go to the bench, Guerra to back row and Sio Siua Taukeiaho will be promoted from bench to lock.
Suaia Matagi will take the final spot on the bench.
